Abstract：Overthepast6Oyears，theinteractiveevolutionoflegalizedbusinessenvironmentconstructionanddigitaltransfoation inthe TibetAutonomousRegionsinceitsestablishmenthasprovidedafresh exampleforsimilarregions.BasedonthepracticalexplorationofTbetoertestsiadsilesoiouttigialtrasfoationprocsfisledusiseoteal soanalyzethecommonpredicaments．Basedonthis，afive-dimensionalpathhasbendistlled：“Strengthening‘cloudandground’ infrastructure，reating‘bilingaladcustom’services，tablishinga‘verticallyiegratedandhorzontalllnkd’dataste，iplementing a‘stratified cultivation + precise empowerment’practice model，and improving‘policy and talent’guarantees”.
