Abstract：Anadministrativecompensationagreementisaconsensusreachedbetwentheadministrativecompensationobligororgan andtheadinistrativecompesationmantregadingmaersofdminstrativeompesatio.Teosofdmiratieopsaio lawintheStateCompensationLawblongtoteadministrativeelflawwiintedministrativelawsystem.Terefor，teadiistrativecompensationightsandbligatiosstipulatedinthadministrativecompensatioageementareightsandoblgatiosuddinis trativelaw，hichprovidesontent-levelconfimatiofortheadministrativeageementatributeofteadministratiecompesationgreement.AdministratiecompesationgreementsarepeiteduderCinselwdteirlegaasislisineosultatiaacter inerentitedmiistratieagcy'sstandingproedures，athtanthoslatoproeduresfoompesatiodisio latedinArticle13ofthe“StateCompesationLaw”.Article13ofth“StateCompensationLaw”stipulatesthedministrativecopesationdecision-makingprocssIdosotlettepibiltofompleiemisatieagc'sfist-andpresgproc durethroughandministrativecompensatioagreement，utthesetieliitcanaveefectofpreventigtedministratieagency fromdelayingthecompensationprocessintenameofngotiatinganagreement.Fromthedualperspectivesofdministrativeareeents andadministratieprocedures，andbasedontheprinciplesofhumanrigtsprotetion，uleoflaw，substantieresolutionofdsttivedisputes，savingjudicialresources，ndubstatiefiess，thesystematicconstructioofulesfortablisingadministrativompensation agreements，performance rules，and dispute resolution rules should be completed.
