Abstract：Withthetighteningofresourceandenvironmentalconstraintsandthemultiplesuperimpositionofglobalecologicalcrises， ecologicalandnvironentalgoveanceisatacucialjuctureereitusreakthroughthelimitatiosoffragmetationndlocalization.Basedonthis，iscesarytoviewtvotionofthoneptof“ologicaladvirontalounity”evaitsinte nalshiftlogcfthopocrsmnatueideleatetouctiooflboatiegovaeelfor ologicalandenvionmentalcommunityFromatheoreticalperspective，thekeytoonstructingacollborativegoveranceodelliesin threepoints：safeguardingtheintegrityoftestmthrouhthecologicalredlinesstem，solinginterestismatchesandfogre gionalynergythroughcrossbasincompensationmechanisms，andpromotingwelfaresharingandsocialcontractualizationthroughthe frameworkofologcalprouctvaealatioisthdimesioalpathspodstoteoloicalbotleckinCina’soezationprocesstoacertainextent，andalsoprovidesinstiutionalizedideologicalresoures forglobal environmentalgovance.

当下，我国正处于工业化、城镇化加速转型的关键时期，生态系统压力与环境风险呈现出叠加态势：一方面，区域间经济发展与生态承载并不均衡，导致上游与下游、东部与西部之间出现了明显的环境利益错配；另一方面，全球气候变化与生物多样性丧失等跨国界问题涌现，加剧了生态治理的复杂性，使得单一行政边界内的治理措施难以奏效。（剩余6670字）
