Abstract：To gover theInternetinaccordance withthelaw，wemustfist govemthe Intemetinacordance withtheConstiution. ThegoveranceofteInteetinacordancewiththeonstitutioncanbemanifestedinteregulationofolinefreedomofspechasfol lows：valuectssiialdctialpleeatiochllfotorosisipldi Constitution.Corespondingly，aconstiutionalreviewoftereglationofolinefreedomofspeechanbeconductedfromthefollowing threelevels.Atthelevelofvaluesndconcepts：adheringtoteconceptofbalancingfredomandorder，balancingeficiencyandfairness，andunifingtecolandvaues；attevelofistiuoalos：theforoflegalnomsrestrictingfrespeechonteInteet conformstotheprincipleoflegalreservation，andthecontentflowingteprincipleofproportonalitythelegislativesystemoecting withtraditionallegislatioonfreedomofpeech，tesystemfollwingtheuidsocialistlgalstem，theontentsubstantiallspct ingthelawsofteIteet，andtecontentprovisionscomplyingwithteprincipleoflegalclarity；attepracticallevel：theubjects whorestrictfreedomofspeechotheInternetarequalified，theproceduresareproper，andthemeansreappropriate，andthecore sponding legislation and relief channels are sound.
