Fiscal Decentralization，Foreign Direct Investment and High Quality Economic Development

Based on the Perspective of Economic Coupling and Coordinated Development

Abstract：Based on 254 prefectural-level cities in China from 2Ol3 to 2O22 as the research sample，indicators of high-quality economic development were constructed on the perspective of coupled and coordinated economic development. The panel simultaneous equations model was used to empirically test the influence mechanism of fiscal decentralization and foreign direct investment （FDI） on economic high-quality development. The research results show that fiscal decentralization and FDI can effectively promote high-quality economic development. Standardized regression analysis shows that fiscal decentralization can not only directly play a role in high-quality economic development， but also indirectly promote high-quality economic development through the promotion of FDI inflow. Heterogeneity analysis shows that fiscal decentralization on high-quality economic development directly promote the role of the underdeveloped areas， non-resource cities is negative，and the role of FDI in the developed regions is not significant.
