Study on the Evaluation of Industrial Transformation and Upgrading of National Independent Innovation Demonstration Zones： Based on the RJVs Perspective

Abstract： In the context of developing new quality productive forces，National Independent Innovation Demonstration Zones face a situation where development opportunities coexist with challnges. Highquality industrial transformation and upgrading has become a key factor determining their development outcomes.From the perspective of research consortia，an evaluation system for industrial transformation and upgrading in these zones was constructed，and an empirical analysis of the industrial transformation process in relevant demonstration zones from 2017 to 2022 was conducted using the AHP-entropy weight combination weighting method. The results indicate that although certain achievements have been made in the industrial transformation and upgrading of National Independent Innovation Demonstration Zones，the overal development level remains relatively low，and the task of industrial transformation and upgrading is formidable.There are significant developmental disparities between the eastern，central，and western National Independent Innovation Demonstration Zones. Various dimensions of industrial transformation and upgrading urgently need improvement，reflecting the current reliance on research and development investment levels to drive the process. The research findings not only enrich the research perspectives and methodological systems for industrial transformation and upgrading in National Independent Innovation Demonstration Zones but also provide practical references for achieving high-quality industrial transformation and upgrading in these zones against the backdrop of new quality productive forces.
