The Impact of Science and Technology Innovation Policy Coordination on Industrial Structure Optimization in the Yangtze River Delta:The Mediating Role of R&D Factor Mobility

Abstract: China’s economy has transitioned to a stage of high-quality development,creating pressing demands for promoting industrial structure optimization and upgrading. Given that coordinated science and technology innovation policies play a crucial role in industrial structure optimization,this study selects science and technology innovation policy texts from the Yangtze River Delta region during 2011- 2022.Using a mediation efect model, it empirically examines the impact of coordinated science and technology innovation policies on industrial structure optimization in the Yangtze River Delta,while analyzing the mediating role of R&D factor flows.The results show that:Coordination among policy subjects and the synergy between supply-demand and supply-environment policy instruments all have positive effects on both industrial structure rationalization and upgrading;The coordination between demand-environment policy instruments has a negative impact on industrial structure upgrading. Policy subject coordination can promote industrial structure rationalization and upgrading by facilitating the flow of R&D personnel and R&D capital. R&D personnel flow plays a positive mediating role in the process of policy instrument coordination afecting industrial structure rationalization and upgrading, whereas R&D capital flow inhibits industrial structure upgrading but promotes industrial structure rationalization.Additionally,R&D personnel flow shows no significant mediating effect in the impact of demand-environment policy instrument coordination on industrial structure upgrading.This study pro vides references for promoting industrial structure optimization in the Yangtze River Delta through coordinated science and technology innovation policies and proposes corresponding recommendations.
