Abstract：Current electronicarchives stilfacemultiple bottlenecks invaluediscovery，structural integration，and utilzationeficiency，limiting their in-depth applicationinbusiness and management.Basedontheconceptof dataevidence-based thinking，this paper constructsa "trinity"strategic framework for enhancing and realizing the value of electronic archives，comprising three key stages： data colection and integration，analysis and procesing，and value assessment and feedback.Furthermore，it proposes multidimensional implementation pathways，including organizational mechanism optimization，technological platformdevelopment，and the cultivationof interdisciplinary talent.Throughanempiricalanalysisofamunicipaltertiaryorthopedichospitalcase，thefeasibilityof this strategyin improving archive utilization efficiency，supporting personalized services，and optimizing management decisions is verified.Thestudyaims toprovidetheoreticalsupportand practicalapproaches forelectronicarchive management， promoting the transformation ofarchives from "static preservation"to"dynamic valueaddition"andrealizing their strategic value in digital governance.
