Abstract：Archivaldata elementsarean important force enabling the high-qualitydevelopmentof digital economy. Byanalyzing thevalueformation mechanismofarchivaldataelements，thispaperdeconstructsitsvalue components andevolution process.It also revealsits problems in the supply of top-level systems，the depth of technology application，the effectiveness of management subjects，and the effectivenessof data quality.Based on this，this paper puts forward the targeted implementation path of tamping the top-leveldesign，supplementing the technical weakness improving the management ablityof the main body，strengthening the data qualitycontroland paying attentiontotheconstructionofdataresourcesystem.Inthefuture，it isalso necessaryto strengthentheresearchon thearchival data elements to meet the needs of diferentapplication scenarios，soas to accurately release their value.
