Abstract：The constructionof regulations for cloud-based electronicArchives management isanew practiceformin the archivalfield.Currently，it has gone through the preparatoryand nascentstages.During this period，the national laws and special regulations on cloud computing that have been promulgated and implemented have laid a macroscopic foundation for the construction of the regulatory system for electronic Archives cloud management. However，at present，there isa lack of direct regulations forelectronic Archives cloud management in the archival field.Thereare stilproblemssuchas theabsence of regulations，thelackoflawenforcement mechanisms，and the limitationsofsupervisionatthelegislative，implementation，andsupervisionlevels.Therefore，theregulatorysystemfor electronic Archives cloud management can be built from the legislative，implementation，and supervision levels to optimize the governancecapacityof cloud Archives：in legislation，improve theregulatorysystem，establish a multi center coperationmechanism，and strengthen the legalframework forinformationsecurityand cros-borderdata transmission;Inimplementation，promote the coordinatedand complementary regulationsand systems，improvethe legal application mechanism，and promote legaland rule-of-law publicityand education inparalel：Insupervision， form an internal and external collaboration mechanism.
