Abstract：Inthe digital era，therapidincrease of unstructured archivaldata hascausedtraditionalservices to face bottlenecks such as low efficiency and weak interaction.Aiming at the problem of theabsence of the humanintelligence collaboration mechanism，this paper constructs a three-stage model of "Capability AdaptationDynamic Collboration-Trustworthy Delivery".Byintegrating the archival value theory，the trustworthyAl theory and the collborative cognition theory，it puts forward a four-layer architecture： the data perception layer integrates multi-source data： The inteligent processing layer constructs knowledge graphs and user portraits; The colborative decision-making layerdynamicallyallocates rights and responsibiitiesandestablishes themechanism of "Al preliminary screening + human final review"; The service output layer realizes multi-modal services.Through phased implementation，risk control and the cultivationof compound talents，the model takes into account the balancebetween the evidentialand memory values of Archives.Guided by the principles of human-machine complementarity，transparency and trustworthines，itoptimizes the eficiencyof data governance and knowledge mining，and promotes the inteligent transformation of the service ecosystem.
