Abstract： With theresearch objective of constructing a thematic archival database system for the National Memory Project，this study identifies several existing isses in current database development based on comprehensive investigations，includingthelackofunifiedstrategicplanning，singularresourcecontentconstruction，insuicient opensharing and utilization，and inadequatesecuritysafeguard mechanisms.Inaccordance with the "Four Systems" development requirements for archival undertakings，the framework of the Memory Project's thematic archival database system is conceptualized as comprising four core elements： governance system，data system，utilization system，and safeguard system.Asystematic examination of practicalimplementation is conductedthrough the case study of Hubei Red Resources Archival Database construction.
