Abstract：Under the dual empowermentof opportunities in the post-Olympic Winter Games era and national policies fordeveloping iceandsnowsports，Heihe cityhas thepotentialtodevelopintoafamous cityof iceand snow sports by virtue of its unique geographicallocationand resource advantages.Through analyzingthe current situationand botlenecks in thedevelopmentofHeihe'siceandsnow industry，itisfound thatthelocaliceand snow environment is superior butthe development is unsystematic，iceand snowactivitiesare rich but facilities are incomplete，andthe iceand snow marketis diversified but its quality needs tobeupgraded.Onthewhole，it is inastate whereadvantagesand dilemmas coexist.Inordertohelp Heihecitybuilditself intoafamous cityof iceand snow sports，this paper proposes construction paths such as strengthening policy support and enriching development models;focusing on system construction and improving the ice and snow industry chain；and basing itselfon iceand snowculture to expand urbanpublicity.Byseizing the favorable opportunities in the postOlympic Winter Games era，promoting the transformationof Heihe cityintoafamous cityoficeand snow sports andachieving leapfrog development with scientific planning and an outward-looking vision，it is expected to

makepositive contributions to the upgradingof China's ice and snow industry and even the dissemination of international ice and snowculture.
