Review of the Development of Heilongjiang Province's Ice and Snow Industry during the“14th Five-Year Plan”Period and Strategic Outlook for the“15th Five-YearPlan”

Abstract：Duringthe“14thFive-Year Plan”period，withthedeepened implementationofthenewdevelopment patternof“dualcirculation”and the strategyof“comprehensive revitalizationof Northeast China”，Heilongjiang Province's iceand snow industry has gained favorable development opportunities.Through areview of the developmentof Heilongjiang Province's iceand snow industryduring the“14thFive-Year Plan”period，it is found that remarkable achievements have been made，such as prominent characteristics in ice and snow sports， breakthroughs in ice and snow culture，innovative development of ice and snow equipment，and continuous upgrading of ice and snow tourism，along with valuable experience gained.Looking ahead to the strategy of Heilongjiang Province's iceand snow industryduring the“15thFive-Year Plan”period，itisconcluded that amid thesuperposition of strategic opportunities and practical challenges，it is necessary to optimize strategic positioning and spatial layout，and promote industrial integrationand innovativedevelopment.Atthe specific practicallevel，pathsareproposed，including improving infrastructureandupgradingserviceguarantees，achieving innovative breakthroughs intheiceand snow equipment industry，enhancing theservicequalityof iceand snow tourism，popularizing iceand snow sportsanddeveloping event economy，and strengthening theconstructionof iceand snow talent teams.Bypromoting the high-quality development of Heilongjiang Province'siceand snow

industry，the transformation from scale expansion to quality and efficiencywill be achieved during the “15th Five-Year Plan”period，with the expectation of providingareplicable“Heilongjiang Iceand Snow Economy”development paradigm for similar regions

across the country.
