Abstract：Large-scale iceand snow sports events serve as a powerful support for implementing the strategyof buildinga sports power. However，the high-risk and complex nature of such events has made risk management a core issue inevent organization.Basedonthe three elementsof“Wuli-Shili-Renli”intheWSR methodology，this studypointsout that riskmanagementfor large-scale iceandsnow events isan inevitablechoice toreduce the incidence of injuryaccidents under high-risk characteristics，apolicy guidance to promote the constructionof a sports powerunderthe backgroundofWinterOlympic heritage，andan inevitable requirement forthecolaboration of multiple stakeholders and the guarantee of humanistic benefits in large-scale iceand snow events.However，in practical management，there arereal problems such as imperfect infrastructureand hidden risks inrisk prediction， improper event arrangement and dilemmas in information security protection，as wellas multipleconstraints of personnel，professionalism，andpsychology.This paper proposes thatinthe Wuli dimension，technological innovationshouldbeusedtostrengthen thesafetyandreliabilityofeventfacilities;inthe Shilidimension，process optimizationand intellgent monitoring shouldbeadoptedto improverisk management effciency;and intheRenli
dimension，systematicpersonnel management should be implemented to broaden the stability of events.By optimizingthe riskmanagement pathoflarge-scaleice and snow events，along-term，dynamic，and sustainable management mechanism is constructed to promote the sustainable development of ice and snow sports in China.
