Study on the implementation of fertility support policies in Jiangxi Province ： dilemmas of blockage and paths to relief

Abstract：Objective：To makeaninvestigationofthedemographic realityandpolicy evolutionofthe birth support policy inJiangxiProvince，and tosystematicallyanalyzetheblockageandstagnationfacedintheprocessofpolicyimplementation.

Methods：Basedon Smith'spolicyimplementation processmodel，weanalyzedtheblockage dilemma encounteredinthe implementation processofJiangxiProvince'sfertilitysupportpoliciesbyfocusingonthefourdimensionsof policycontent， implementation agency，target group，and policy implementationenvironment.Results：As the populationof Jiangxi Provincecontinues toshrinkandthefertilityratecontinues tofall，JiangxiProvincehasintroducedaseriesoffertility supportpolicies tostimulate thepublic'swillngnesstohavechildrenandtoboost thelevelofertlityinsociety.Atpresent， although JiangxiProvince'sfertilitysupportpolicies havegraduallenteredthestageofrevisionand improvement，they arestillfacing thedilemmaoffourobstacles：thelackofsoundfertilitysupportpolicies，thelackofeffective supervision of the implementing agencies，the diferences in the perceptionof the target groups，and theneed tooptimise the environmentfortheimplementationof thepolicies.Conclusion：Underthenewdemographicsituation，inordertofurther improvetheefectivenessoftheimplementationofthefertitysupportpolicy，JiangxiProvinceshouldimproveandperfect the policysystem andpromote thevirtuous circle of the demographic development；strengthen the supervisionof the implementing agenciesandensure thecomprehensiveimplementationofthepolicies；promotethepolicypublicitywork and enhance the target groups'knowledge of the policies；continuouslyoptimize the policy implementation environment，and build up afertility-friendly society.
