Abstract:Asanimportantbatlefieldforbuildingasocialistculturalpower,public lbrariescarrtheclturalmissionof promot ingculturalprosperityanddevelopmentinthenewera.Withthecomprehensiveimplementationof tenationalculturalpowestrategy,thedevelopmentofpubliclibrariesisfurtermovingtowardsanewstageofservicequalityandintellgentbusiness models.Based onthecompetenceteory,thisarticlefocusesonthechangesandchallngesbroughtbyintellignttechnologytothecompeteceof referenceandconsultationlibrariansinpubliclibraries.Basedonthecurrentcompetivecompetencenedssuchastechological changes,readerinteractionneeds,nationalreadingneeds,andcross-bordercolaborativeinnovation,takingthecorecompetence practiceofreferenceandconsultation librariansin ChangshaLibraryasan example,thisarticleexplores thepathof improving the competence ofreferenceandconsultation librarians inpubliclibrariesfromfourdimensions:basicinformationserviceguarante,pro fesionaletsprottioilovtdkdgdilntidertdepace enceforpromotingthetransformationandupgradingofreferenceandconsultationservicesandnhancingthecomprehensiveinformation service ability of reference and consultation librarians.
