Comparative Analysis of China and Japan's Regulatory Framework on Accessible EnvironmentConstruction

Abstract： [Objective] China's laws and regulations on accessble environment construction is currently undergoing significant development.Acomparativeanalysis withJapan，whichhasawel-establishedregulatorysystem，canprovide valuable insights intoChina’schallengesand potential improvement.[Methods]Thisstudysystematicallexamines the laws，administrativeregulations，technical standards，and guidelines related toaccessible environmentconstruction in ChinaandJapan，offeringacomprehensive overviewof therespectiveregulatory frameworks.Theanalysis evaluates the comprehensivenessofthese frameworksbyassessingtheircoverageofmulti-level，multi-scaledrequirementsfor systematic accessible environment development.It also explores the obligation with binding force，to examine the completeness of how the two countries establish the regulatory governance mechanisms （e.g.， mandatory， voluntary，or incentives）and the effectiveness of enforcement and compliance.[Results]The studyidentifies gaps in China’s current system，incompletegulatoryframework，insufentotent，andideqatealigmenttweenotet，oblgatio，nd theirallocation inregulatorysystem.[Conclusion] Thesefindings provide insightsand practical implications for future legislative and policy enhancements for accessible environment construction in China.
