Research on the Evaluation of a Quality Power Based on the OSM Model andBenchmarking Analysis Method

Abstract： [Objective] Quality serves as the linchpin of a country'score competitiveness.However，the existing achievements inevaluatingaqualitypowerare notablyinadequate，accompaniedbyadeficiency inanefectiveevaluation index systemand assssment methodologies.There is anurgent need to establishan evaluation index system thatcan scientifically gauge acountry’s quality level， thereby identifying the weak links inquality development.[Methods] In ordertoachievea more accurate andcomprehensive evaluationofaquality powerand effectively improve the scientificity andcredibilityof the evaluation results，this papercomprehensively uses the OSM model and benchmark analysis method toanalyze theconnotationandessenceofaqualitypower，andonthisbasis，itsystematicallycarresoutresearchonthe evaluation index systemand evaluation methodofaqualitypower.[Results]This paper focuses ontheevaluation goalof theindexofaqualitypowerandconstructsasetof evaluationindexsystemofaqualitypower basedon theOSM model. The evaluation index system includes four decision-making indicators： qualitysupply capacity，quality infrastructure， qualityeficiency level，andqualitysustainability，aswellas13 measurement-level indicators，including economic complexity and brand value proportion.At the same time，the evaluation model ofa quality power constructed based on the benchmark analysis method clearlydefines the standard scoring scope，andclarifies thedata dimensionlessprocessing method and thecalculation method of evaluation indicators at each level.[Conclusion]The evaluation index systemand assessment methods constructed inthis paper comprehensively encompass the connotation elements ofaquality power. This notonlyprovides robusttheoretical supportbutalsoamethodological foundation forimplementing relevant tasks in evaluating a quality power.
