Abstract:Theexistinghumanresources managementinpublicsectorisfaced with therealisticdilemmaofackwardconeptposite subjectivityandlackofvalue.Humancapital teorycontaisthepositivesignificanceofhighlighting thedominantpositionofemploy es,caringabout teirpersonaldevelopmentandpayingatentiontotecultivationofheirquality.Therefore,tepublicsctormust fullyunderstanddttachmportaetotethoyfumancapial,ealiteombinatofemploy'sprinialooadmat ter-basedmanagement,teintegratioofmploye'spersoaldevelopmentandganzationaldevelopent,andtedaptatioofthe improvementofemployee’squalitytotheactualrequirementsofsociety,soas tomakethehumanresources managemetdevelopina scientific direction.
