Abstract：TheuersinteMingdynastyemploedmilitarypreferentialtreatmenttowardsTusicheftainsasavitalstrategytostabilize troopmoraleandbolstermilitaryspirit.ThisarticleelucidateshowTusichieftainsinSouthwestChinaduring teMingdynastyceied bothroutineandistitutionalizedpreferentialpoicies—incuding promotions，rewards，and pensions—inrecognitionof teirloalty fulfillmentutis，andepeatdmlitaycevements.esepolicisvoldntoonvetioaldpreferetialsyteogout thestategovernanceofTusiregions.Inpractice，thissystemembodiedthefrontiergoverancephlosophyf？“carrot-and-stick"，the administrative principleof？“ruling according to local customs”，andthe judicialspirit of？“tempering justice withmercy".
