Innovation paths and optimization strategies for industrial land full-cycle management：an empirical analysis of Guangdong Province

Abstract：IndustriallandmanagementinChinaisacceleratingitsshiftfromextensiveincrementalallcationtorefied stock governance.However，thetraditionalpath dependenceof“valuing incrementoverstock”and“approvaloversupervision”hasledto loweffciencyinlandallcaon，dtetradtionteentlndusendupplysagasboeproteis anurgentneedtoestablishawhole-process governanceframeworkcovering“generation-alocationutilization-withdrawal"Existing studies mostlyfocus onsinglelinksorplicytools，ackingaholisticaalysisoftheoperationallogicand practical dilemmasinthe wholechaiofsaldsdosilool，plyoioasoto andful-cyclesupervision—thispapertakesGuangdongProvinceasanempiricalsampleandanalyzesthepracticalexplorationand obstaclesoffullycleindustriallandmanagementthroughin-depthregionalresearch.TeresultsshowthatGuangdonghasachieved aseriesofinovatiosistadardand”taserfexibletesstesndstadardfactoryostrution，icheeielypoote thetransformatooctorallatiotowardtockencyNeveteless，sstematicgoveaedeiecisstillexistst motivationforgialssessmentadporinte-deparmetaloodatiatthfrontndstrictteectivensoftsadad land"reform;mismatchdsuplyndemandoftandardfactoriesandimperfectlndleaseholdrightsintemiddlesegmentinbite vitalityofthesecondarymarketandcorporatefancingcapacity;prominentdatabariersandineffectiveexitmehansmsattheback endresultinadilemmaof‘monitoringwitoutdsposal"infullcylesupervision.Teuderlyingauseisteicompatibilitybetwen institutioalinertiaofincrementalexpansionandtherefinedandcollborativecapacityrequiredforstockgoverance.Trefore this paperargues thatful-cycleindustriallandmanagementshouldshiftfromtechnicalremediation tosystematicrestructuring.By strengtheningtheclosed-lopevaluationandsupervisionof‘standardland”，optimizingthe matchingbetweensuplyanddemandof standardfactorsmprovingthndaseoldghtssem，andmoingbatote-deparmetaloodiation，they ofwhole-chainsouceocationcanbeompresivelyimproved，providingexpriencefortetrasformationofidstalad governance across the country.
