Research on land use control of detailed unit planning based on independent renewal and integrated planning-management coordination： a case study of Suzhou Xiangcheng Economic and Technological Development Zone

Abstract：Toimprovelanduseeffciencyoptiizeurbanspatialsructure，andaddress managementbotlenecksinland-costrd cities'stockidustrialessuchastdfomoreedfexiblesanardsadeqatelndupplypcsndudedeloed regulatory mechanisms—this paper summarizes the theoretical foundations and policyevolutionoflandusecontrolindetailed planning，andtakesthecompilationandmanagementofteteritorialspatialdetailedplanningofSuzhouXiangchengEconomicand TechnologicalDevelopment Zoe asanempiicalstudy tooptimize theful-cycle pathof“plancompilation-landusecontrol-project implementation".Theresultsshowthat： （1）Alignngwithcontroldemands，constructingalandusecontrolaproachthatcombines top-down and bottom-up mechanisms featuring"independent renewal + integrated planning and management’is the prerequisitefor achievingmixedndusecompatibility.2）Clarifngcotrolstandardsandfomulatingalandusecontrolstrategof"rigidityeibility combinationpositive-negativelistsystem-coordinationandtracking”servesastheguaranteefortheimplementationofindustrial renewal With"botom-linecontrol+fexibleadaptation”asthecorelogic，igidbotomlineslckinsaetyandpublic welfare，wilethe positive-negativelistsystemreleasesspaceformixedlandusecompatibilitybyclearlydefiningencouraged/ompatibleandproibited functionaltypesandaplicablescenario.（3）Adaptingtoontroltrends，futurerenealofstockareasrequiesefiedontolcoering theentire projectcycle，clarifingthepowerboundariesofmanagers，andformulatingtargetedpoliciestoenhancetheoperabilityof control rules and the coordination of overall planning processes.
