Abstract：Teddvelomntoftigial-tellgnttholodotiousevutioofoalsatialpagtolse drivingthetranfomatonofteitorialspatialuseglationfroataditioalexpie-basedpaadgmtoadigitallyanditelltly drivenone.Thisstudyintegratesthequintuplehelix（QH）modelanddata-information-knowledge-wisdom（DKW）modeltoproposea configurationalframeworktmedtheQH-DKWmodel.Thisframeworksystematicalleucidatesowmultistakeholdercollbation anddata-drienntellgeejtlympoertheteorialspatialusegulatonsystem.Furthemore，itpropossaomphsive solutioncomprising“system—framework—pathway".TheresearchfindingsindicatethatheQH-DIKWmodelfacilitatesthetrason f teitorialspatialuseregulationfromexperence-domatedapproahestonteligentdecisio-makingthroughtherecofguationof helixactoroles，thedimensioalenancementofoperatioaldata，andual-circuititeractiomechanisms.TheQH-DKWodelcan providetheoreticalsupportandpracticalguidanceforestablishingamodermteritorialspatialuseregulationsystemcharacterizedby "comprehensive coverage of all zones and types， and unified coordination".
