Abstract：Theinventoryoftherighttousestate-owedconstructionlandisakeyspecialtaskintheinventoryofnaturalsource ssets.Theauacyandbectivityofitssultsaredectlyelatedtotesientifityndprecisioftegovement'ladresoue allcationaswellasteefectivenessofsubsequentsupervisioanddecision-makingofurterpromotethescientifcandefcint conductofthisork，tispapersystematiallsortsoutteimplementtionpathajordicultiesandcoespondingstategiesof theconstructionlanduseightivetoryasedonpacticalexploratinsinanghaiThestudyfindstattecuretitoyof constructionlndusegtstillcesmuiplehallengsinatacaomanigandlmetofstcalcis， whicharespecifcallyfectedinsuchpracticalpreicamntsasaedbasicdataofitigros-rferee，carbtes of partialdataandinsuffcientinformatization.Theseproblemsarisenotonlyfromtheimperfectearlymanagementmechanissand inconsistenttechicalstandards，butalsoarecloselyasociatedwiththecomplexityoflanddevelopmentandutilzationaidapid urbanexpansiocollaboatiegoveane.Iesponsetoteabovsatios，tispperputsfowardoablestrategicsugestsfro theaspectsofimprovingtechicalrules，strengthenngdatagoverance，facitingult-eparmentcllborationndehancingthe technicalcapacityoftheiventoryteam.Thepurposeistoprovidepracticalreferencefortheinventoryofconstructionlanduserights anditsregularupdating work，andhelpimprove thelevelofsystematicandrefined managementof naturalresourceassets.
