The Impact of Data Factor Marketization on Industrial Transformation and Upgrading of Cities in the Yangtze River Economic Belt ：Quasi-Natural Experiments Based on the Establishment of Data Trading Platforms

Abstract：Industrial transformation and upgrading is an imperative requirement for implementing the high-quality development strategy in China.The Marketization of Data Elements，which facilitates the rational and orderly flow of data to maximize its economic benefits，has become a pivotal pathway for advancing industrial structural upgrading. This study empirically investigates the impact of Marketization of Data Elements on industrial structural upgrading and its underlying mechanisms， based on a sample of 1O7 cities along the Yangtze River Economic Belt. The results indicate that： ① Marketization of Data Elements significantly promotes industrial transformation and upgrading within the region. ② This impact exhibits notable regional and dimensional heterogeneity. In the midstream region，it strongly promotes industrial advancement and balanced development; in the downstream region， it primarily drives balanced and green transformation；whereas in the less-developed upstream region， progress remains relatively constrained by factors such as inadequate infrastructure and lack of supporting industries. ③ Technological innovation serves as a significant mediator in the process through which Marketization of Data Elements fosters industrial transformation. However，the full value of data elements has not yet been fully unleashed under the current marketization mechanism.Further efforts are needed to improve data transaction mechanisms， facilitate value conversion pathways， tailor support for industrial structural upgrading to local conditions，and strengthen scientific and technological innovation. This study provides empirical evidence and policy insights for China to advance data factor market-oriented reforms， stimulate productivity momentum，and promote industrial transformation and upgrading.
