Research on AI Policy Empowering the Development of Enterprises'New-Quality Productive Forces ： A Quasi-Natural Experiment Based on the New-Generation AI Innovation Pilot Zone Policy

Abstract：Against the backdrop of an accelerating new round of technological revolution and the rapid advancement of artificial inteligence，the national policy on Next-Generation Artificial Intellgence Innovation and Development Pilot Zones has emerged. This provides a distinctive seting for examining how AI policies can empower enterprise development.This study selects A-share listed companies from 2015 to 2O24 as the research sample，employs the National New Generation Artificial Intelligence Innovation and Development Pilot Zone policy as a quasi-natural experiment，and adopts a multi-period diference-in-differences model to examine the impact of this policy on the new quality productivity of enterprises.The empirical results demonstrate that the implementation of artificial inteligence policies significantly enhances the level of new quality productivity in enterprises.Further mechanism analysis indicates that such policies primarily improve enterprise new quality productivity by fostering innovation capacity，enhancing supply chain efficiency，and strengthening human capital empowerment. Heterogeneity tests indicate that the efect of AI policies in enhancing new quality productivity is more pronounced among non-state-owned enterprises，small-scale firms，enterprises in maturity or decline stages，high-tech industries，regions with stronger fiscal support，and areas with advanced digital infrastructure.The The research findings provide both a theoretical foundation and practical references for enterprises to actively develop artificial intellgence，enhance new quality productivity，and thereby accelerate high-quality economic development.
