A Study on the Construction of Assessment Indicator System for Rule ofLawFishingVillagesinLiaoningProvince

Abstract:The development of law-based governance in rural areas serves as an institutional guarantee for the modernization of the rural governance system and capacity，and is of great significance for advancing rural revitalization.As an important component of rural areas，the fishing vilages in Liaoning Province require the establishment of an evaluation indicator system for law-based governance to meet the needs of such development andthereby promote the processof building law-based fishing villages.This evaluation index system integrates the current statusandchallengesof law-basedgovernanceinLiaoning's fishing villages，while structuring the indicator content across three dimensions:theautonomous regulatory system，the legal implementation system，andthe legal supervisionsystemoflaw-basedfishingvilages.Thisapproachhelps toaccuratelyreflectthe effectiveness oflaw-based govemance in Liaoning's fishing vilages and identify issues in the process，thereby contributing to therealizationof rural revitalization in the province's fishingcommunities.
