Implications of Zoning Management Practices in the Great Barrier Reef Marine Park for Marine Spatial Detailed Planning in China

Abstract： Since the establishment of China's territorial spatial planning system，the preparation of marine spatial detailed planning has remained inan exploratorystage，with a standardized technical framework to be formed.This lag has resulted in inadequate implementationand transmission of both the overarching national land spatial planning and specialized coastal zone plans，while also making it diffcult for sea area management to meet the current needs of refined governance.Therefore，there is an urgent need to learn from advanced international marine spatial planning practices to facilitate the improvement and innovation of China’s marine spatial detailed planning techniques.The Great Barrier Reef Marine Park Zoning Plan（2Oo3）of Australia represents a global exemplar of cross-sectoral integration，jurisdictional coordination，and spatially refined governance.Based on an analysisof its technical methods and regulatory framework，this study distills three keyinsights for thedevelopment of China'smarine spatialdetailed planning：（1） promoting the transformation of marine zoning regulations from principle-based provisions to list-based，operational rules;（2） establishing atiered access system grounded in ecological impact assessment；and（3）implementing adaptive management mechanisms to enhance the flexibility of regulatory rules.Building on these insights and considering the evolution of China's marine spatial detailed planning，the paper further proposes several perspectives： Zoning can serveasan efective pathway for achieving the“integration of multiple plans”in marine areas；a layered regulatory model combining general provisions with project-specific implementation schemes should be explored; and a systematic， fine-grained regulatory framework should be established. These recommendations aim to provide both theoretical references and practical guidance for advancing marine spatial detailed planning in China.
