Blockchain Breaks through the Dilemma of Copyright Authorization for Secondary Creation Short Videosand Collaborative Governance

Abstract: [Purposes] This paper focuses on the dilemma of copyright authorization for secondary creation short videos and explores thepath to resolve this issue through blockchain technology.[Methods] From the perspective of“rights—market—technology”,it analyzes the causes of the failure of traditional authorization models and the difficulties in their improvement,and introduces blockchain technology to improve the authorization mechanism.[Findings] The improvement schemes of traditional authorization models may lead to new market monopolies and pricing failures,while the characteristics of blockchain technology are inherently compatible with authorization governance.By constructing a collaborative governance mechanism combining smart contracts on the chain and legal regulations offthe chain,a deep integration of technological empowerment and legal regulation can be achieved.[Conclusions] Blockchain technology is an effective means to resolve the dilemma of copyright authorization for secondary creation short videos. It is necessary to build a three-dimensional governance system for the digital copyright of secondary creation short videos，to achieve collaborative governance of technology and law，and to promote the healthy and sustainable development of the short video cultural industry.
