Abstract：The integration of ice and snow sports and tourism industry is a crucial approach to advance the transformation and upgrading of ice and snow consumption and accelerate the construction of a modern ice and snow industrial system， while new quality productive forces provide innovative impetus for this process.By analyzing the internal logic of the integration of ice and snow sports and tourism industry driven bynew quality productive forces，itis foundthatatthelevelof industrial transformation，itfosters anew paradigmof integrated

development;at the level of factor restructuring，it activates new driversfor high-quality development; andat the level of green development，it establishesa new system for sustainable development.The strategic objectives of promotingthe integration of the two industries are as follows：to build a community of shared interestsforthe iceand snowsportsand tourism industry through organizational integration;topromote theall region linkage between ice and snow sports

venues and tourist scenic spots through resource integration;to upgrade iceand snow equipment and innovate smart tourism scenarios through technological integration;and to improve thequality of ice and snow sports participation and tourism experience through service integration.Furthermore，the realization paths are proposed： strengthening thedriving roleof data factors tobuildanew foundationfor industrial integration;deepening the integration of digital technologies to create anew paradigm of integrated scenarios; implementing the concept of green development to shape a new model of sustainable development; and strengthening the cultivation of digital talents to consolidate a new intellectual support for integration.By boosting the new growth of the icesnow economy with a modern ice-snow industrial system，a Chinese-style modernization paradigm for the transformation of“ice and snow” into “gold and silver mountains”will be created.
