Ignition Points,Obstacles and Countermeasures for the High-Quality Developmentof Ice and Snow Economy in Liaoning Province

Abstract: Against the background of the continuous advancement of the comprehensive revitalization strategy in Northeast China,itisofgreat and urgent significance for Liaoning Provinceto develop the ice and snow economy based on its own conditions.By analyzing the“ignition points”for the high-quality development of the ice and snow economy inLiaoning Province,it is found thatatthe policyorientation level,national strategies and local policies provide dual empowerment; at the brand building level,thecampaign“Fancy Winter,Joyful Travel in Liaoning”hasbeen grandlylaunched;at theevent-drivenlevel,theinteractionofmultiple industries hasrealized theintegrateddevelopmentofculture,sportsand tourism;attheregionalcoordination level,the linkagewithin Northeast China and the complementarityof talent resources constitute strong support.However,the high-quality development ofthe iceand snow economy in Liaoning Province also faces prominent obstacles,including obvious

differencesin resource layout and development, inadequate extension of the industrial value chain; unitarycapital investmentthatrestrictsthebrand building of the ice and snow economy;an imperfect industrial coordination mechanism that hindersthe developmentof the event economy;andarelatively laggingsupplyofprofessional talentsthat failsto

suffciently empower economic development. Accordingly,countermeasures and paths are proposed: constructing amulti-dimensionalcoordinateddevelopmentmechanism to promote theeffective extensionoftheindustrial value chain;expanding channels for the integration of diversified capital to buildthe ice and snow economy brandof Liaoning Province; establishing and improving the policy guarantee system forindustrialcoordinationto boost the high-quality development ofthe event economy;and strengthening the training of professional talents toenhance scientific and technological innovation capabilities.Byactivelyresponding to thechallenges of the iceand snow economy shifting from accelerated development to structural transformation, we will promote the high-quality development of the ice and snow economy in Liaoning Province,thereby accelerating economic revitalization and social progress of Liaoning against the backdrop of the l5th National Winter Games.
