Abstract： At present， the iceand snow tourism in Heilongjiang Province is in a critical transition period from scale expansion to high-quality development. It is urgent to form a systematic transformation path in line with the requirements of al-region and high-quality development.Based on the industrial integration theory and the competitive advantage theory，this paper conducts a SWOT analysis on the development of ice and snow tourism in Heilongjiang Province，and comprehensively judges the current situation and problems of the industry in allregion development. Furthermore， the implementation paths for the high-quality al-region development of ice and snow tourism in Heilongjiang Province are proposed from six aspects： spatial optimization and all-region linkage，product upgrading and industrial integration，service improvement and intelligent empowerment， market expansion and brand marketing，ecological priority and green development， governance innovation and policy support.By continuously improving the industrial ecology and upgrading service capacity， we willfinally build an ice and snow economic cluster with international influence，helping to achieve the national strategic goals of ice and snow economy on schedule.
