Abstract： With the deep penetration of new quality productive forces into various fields of China's economy and society，theiceandsnowsports tourism industryhasusheredinopportunitiesforinnovation-drivendevelopment. By analyzing the value of new quality productive forces in driving the development of ice and snow sports tourism， this studyfindsthat：intermsof theinnovation-drivendimension，itreshapes theindustryecology;intermsof thecollaborative development dimension，it promotes theeffcient integrationof industrial factors;intermsof

thequality upgrade dimension，it enhances tourist experienceandserviceefficiency;andintermsofthe high-efficiencyorientation，itimprovesthe operational efficiencyofmanagement.However，thisprocessalso facesmultiplerisksregarding technologicaladaptation andapplication，datagovernanceandethics，industrial ecologyandvalue，aswell ascollaborativegovernance and supervision.Therefore， this paper proposes several collaborative governance paths： strengthening innovationleadershipto buildasynergisticmechanism

for technology integration and industrial upgrading; deepening smart empowerment to consolidate the supporting system for technological application and data standardization; cultivating talent guarantees to foster a team of compound talents and a digital skills ecosystem;and improving collaborative supervision to perfect the responsibilities of multiple subjects and governance mechanisms.By promoting the organic integration of risk prevention and industrial development in ice and snow sports tourism through new quality productive forces， this study aims to realize the high-quality development of the industry and beter drive regional economic and consumption upgrading.
