Abstract Constructing an enterprise annuity system tailored to the characteristics of public hospitals holds substantial significance for safeguardingthe rights and interests ofcontract workers and advancingthe developmentof medical and health services.This study focused on the practicalchallngeofcontract workers participationin enterprise annuitiesunderthedual一track systemin public hospitals.Through theanalysisof thecurrent situationand practical explorations,it identifies theprimaryobstaclesfaced bycontract workers inpublic hospitals whenparticipatinginenterpriseannuities,including rigid institutionaldesign,substantial funding presures,complex management demands,and inadequate policycoordination. The study proposes strategic pathways to address these issues,such as refining top-level institutionaldesign,innovatingfunding mechanisms,enhancing layered andcategorized protection,andoptimizing investment management.
