公立医院临床科室编制配置模型构建与实证分析

Abstract ObjectiveTo construct staffing allocation models for diferent types of clinical departments,and providereferences for improving the eficiency of human resource allcation in public hospitals.MethodsBy analyzing policydocuments,the basis for stafing allocation was extracted.Empirical data were obtained through questionnaire surveys and expert interviews.In combination with the national policy direction and the requirements for high一quality development of public hospitals,adjustment factors such as eficiency indicators,preferencesfor surgical operations,and discipline positioning were incorporated.ResultsA hospital-wide staffng estimation model andfive diferent types of staffing alocation models for internal medicine,surgery,outpatient and emergency departments,platform departments,and nursing were constructed.Empirical research demonstrated that over the past five years of applying the stafing allcation models,the sample hospital achieved efects such as dynamic stafing adjustment,optimizationof personnel structure,and improvement of operational eficiency.ConclusionThe constructed stafing allocation models for clinical departments exhibit good practicality,enabling dynamic adjustments of stafing inresponse tochanges in factors suchasthenumberofhospital bedsand workload,therebypromotingtheoptimalallcationof clinicalpersonnelinpublic hospitals.
