Abstract：Atpresent，with thedeepeningagingdevelopmentinGuizhou，andhomeandcommunity-basedelderlycare，chosenby 99.5%oftheelderlypopulation，remains inasmallscalepilotexplorationphase.ByusingSWOTtheorytoanalye thecurrenthomeand communitybsedderlycaeiGuzouitisundtatisevelopmendvaageslieinmetgpublicexpectatiosceasingforts infacityonstructionstablishingabasiclderlyareserviceframeork，gdualyoingaodelandonsolidatingtefoudtio; thedisadvantaglisinwoveedoratioteociliisisrtedveloptotodoooesvcilie pilotexplrationstage，relativelysallparticipationofrviceproviders，andincompleteelevantpicies；teopportunitylsinteuge marketpotetialgetsuportdtetioalfunngdeolocalsuport；alsleoal funds，insuffintmanpower，apabiliesreqringimproveentndanagementdingsrengtening.asedontiscouteass andsuggestionsareproposedtopromotethehigh-qualitydevelopmentofhomeandcommunity-basedelderlycareinGuzhou：firstly clearlydefinesposblitisoftoventocietyndiliioedomuitsdlderlyarecodlyie thefinancialinvesmentinthfeldofelderlycaeservicesandhancesupportefectiveness；tirdly，strengeneconstructofa homeandcomunityasdintegatededicaldlderlyaeservicesstm；fourthlyexpadterofesioalalntteafod community-based elderly care services.
