Abstract：InordertofurtherpromotethedevelopmentoffacilityfsheryinChangshaCityandgivefullplaytotheroleoffacility fsheryinuralrevitalation，thestdyanalyzesthecurentstatusandexistingmainproblemsofthedevelopmentoffaciltyfsryin ChangshaCityMainproblemsareasfollows：thesiteselectionforconstructionlandisdiffcult;thethresholdforsubsdypoliciesis relativelyig;teosuctioadoeratiocostsaegh;tethcalsupprtissunt;tediultyofseaseetio andcontrolieassteefortiandbingeadeqateHnceouteeaureadggestiosreputforadcuding improvinglandusepolicies，icreasingfiancalsupport，rengtheingthnologicalesearchndevelopment，cultivatingpoud professional talents， intensifying brand building efforts，and establishing an information platform.
