“破四唯”和“立新标”背景下新型研发机构科技人才评价机制研究

Abstract: [Purposes] This study aims to reshape the "baton" of talent evaluation,shifting the orientation fromthe previous "Four-Onlys" tendency—overemphasizing academic papers, professional titles, academic degrees,and awards—to guiding scientific and technological talents to pursue innovative value,contributions,and practical achievements.[Methods] Focusing on the evaluation mechanism for scientific and technological talents innew R&D institutions,this study explores ascientifically appropri ate evaluation scheme through the research path of "theoretical review- empirical investigation- problem analysis -model construction".It systematically expounds the reform path of the talent evaluation mechanism and the core characteristics of new R&D institutions,and identifies the core pain points of the traditional evaluation mechanism.[Findings] There is apositive correlation and a two-way causal relationship between the fairness of the evaluation mechanism and talent satisfaction.The "Breaking the Four-Onlys" initiative positively enables the fairness of the evaluation mechanism and talent satisfaction, while "Establishing New Standards" positively influences the proactiveness of the evaluation mechanism and talent satisfaction.The core problems of the traditional evaluation model are concentrated in three aspects:first, excessive reliance onquantitative indicators;second, neglect of innovation capability; third,insufficient transparency of the mechanism itself.[Conclusions] The proposed four-dimensional evaluation model of "innovation capability-achievement quality-social benefit- team collaboration" demonstrates significant advantages in improving evaluation fairness,stimulating innovation motivation, and promoting achievement transformation.However,its implementation faces challenges such as the difficulty in quantifying evaluation indicators, insuficient process transparency, and low acceptance among stakeholders.
