Abstract：Inter-provincial electricitytradingcan provide more purchasing guarantesforintra-provincial powersuply.However， thepricesofinter-provincialelectricityareifuencedbyvariousfactors，includingprovincialdemand，fluctuationsinewable energy，andhanelapacityleadingtosigificantucerainties.Thisfurterdepenstedmandfordierentiatedcosallcationof purchasingelectricityamongdiferentusers.Thispaperproposesaninnovativetwo-tieredinter-provincialelectricitycostalocation mechanism withtheobjectiveof minimizing power gridoperatingcosts.Byoptimizingtheshapeoftheidealuserloadcureand defininguser-friendliness，hemechanismcomprehensivelyconsidersnodepowerflowtrackinganduserelectricityusagefriendliness.It providesamoreflexibleandefcientaproach toalocate purchasingcosts，improving theadaptabilityofthepowersystem.The effectiveness of the proposed mechanism is validated through an enhanced IEEE 3O-node system.
