Abstract： Starting from the cross domain nature of urban agglomerations public crisis，an analytical framework for the dilemma of government cooperation in urban agglomerations public crisis was constructed based on the theory of institutional collctive action. The research finds that the urban agglomerations public crisis has the basic attributes of trans-regional，cross-regional and transdomain，and generates vertical dilemmas，horizontal dilemmas and functional dilemmas，respectively. Based on this，corresponding governance mechanisms should be adopted， including centralized governance mechanism to resolve vertical dilemmas，embedded governance mechanism to resolve horizontal dilemmas，and constrained governance mechanism and delegated governance mechanism to resolve functional dilemmas between different government departments.
