Abstract：Adhering to the "Second Combination" is the inevitable requirement for realizing the connotative development of the ideological and political course construction in collges and universities，the strategic move to implement the fundamental task of establishing morality and cultivating people in ideological and political courses， and the rightful meaning of promoting the reform and innovation of ideological and political courses in colleges and universities. There is strong guarantee and support for promoting the connotative development of the ideological and political course construction in colleges and universities with the "Second Combination" ： The leadership of the Communist Party of China provides political guarantee for the integration of the " Second Combination" into the ideological and political courses in colleges and universities；The high-quality teaching team of ideological and political courses in collges and universities is the key to integrating the "Second Combination" into ideological and political courses； The organically unified new cultural vitality solidifies the strength foundation of the ideological and political course construction in colleges and universities. From the perspective of practical path，the connotation of the "Second Combination" should be deeply explored，and the theoretical supply of the ideological and political course should be optimized；The dialectical methods contained in the "Second Combination" should be integrated to enhance the atractiveness of the course to innovate the education method;The prominent elements of the "Second Combination" should be grasped to enhance the effectiveness of practical education，so as to realize the connotative development of the ideological and political course construction in colleges and universities through the "Second Combination".
