Abstract: With the rapid development of the economy,society,and technology,public decisionmaking under the conventional scientific paradigm faces challnges such as a volatile macro-policy environment,insufficient organizational adaptability and innovation,and the cognitive limitations of decision-makers alongside a lack of public participation. Post-normal science emphasizes the importance of adaptability,innovation,and public participation,offering a new theoretical framework and practical path for addressing the complex and dynamic social realities. To tackle decision-making challenges at different levels, optimization paths for public decision-making were proposed from macro,meso and micro perspectives: formulating multi-dimensional adaptive strategies to respond to changes in the policy environment and enhance the resilience of public decision-making;accelerating organizational innovation and knowledge co-creation to break through bureaucratic constraints and stimulate an innovation ecosystem for decision-making;and fostering cognitive expansion and deeper public participation to transcend cognitive boundaries and promote co-governance by allcitizens. These optimization paths aim to provide theoretical guidance and practical solutions for constructing a public decision-making system that better meets the demands of the times and enhances social well-being.
