Care Services for People with Disabilities in China ： The Theoretical Implications and Practical Approaches

Abstract： Care services for people with disabilities，aim to meet the diverse emotional needs of individuals and provide comprehensive development-oriented services by establishing social relationships in China.These services consist of life assistance，safety assrance，psychological support，social integration，and development incentives. While significant progress has been made in multiple fields regarding care services for people with disabilities， there remain outstanding issues that urgently need to be addressd.Key influencing factors include social policies andgovernmentfunctions atthe institutional level，regional disparitiesand information technologyatthegroup level，and serviceperceptions and physiological characteristicsat the personal level，allexerting either positive or negative impacts.To improve the service system，itis essential to establish value concepts and social security mechanisms aligned with the new era，adopt optimizing strategies such asaction interventions，digital and intellgentempowerment，and outcome transformation，and prioritize theprecise identification of disabled individuals’subjective neds.Pathways for enhancing services involve strengthening the government's decisionmaking capacity in service provision，innovating demand-oriented service models by organizations，and improving service providers' ability to elevate disabled individuals'service experiences.
