Abstract：Focusingonthe interactiverelationship betweenthe Wenzhouneses Spirit and Stay-in-Wenzhouand Strengthen-theCityEducationinlaliesi，tsuyplotstorcalvouiootempoaryoatiosndeicaltical pathwaysoftheWenzhounesesSpirit withinhighereducationunderthestrategicbackdropofthe"Strong CityAction"inititie.By constructingapracticalframeworkecompasingthe"reeInandOuts"（ulturalimmesion），"reeClarooms"（uularte gration），"TreeIntegratios"（aluealgment），and"reeStages"（ompetencydevelopment），eesearchproosesfouratha culturalinfiltratioucubeddologicalducatuedan，ndapabilityanementforloaluis achievedeepintegrationbetweentalentcultivationandregionaldevelopment.Thefindingshighlightthatthe WenzhouesesSpiit，s thecoreculturalgeneof theregion，playsapivotalroleinstrengtheningstudentsculturalidentityanddvancinghighualityso cioeconomic development through industry-education integration.
