网络成本智能稽核系统设计

——以中国移动通信集团新疆有限公司为例

摘要：随着5G网络大规模建设和业务量的上升，维护规模及设备能耗也在大幅增长，网络成本管理面临巨大挑战。该文结合省公司“三费”业务特点，设计了网络成本智能稽核系统，在流程上进行了创新，构建批量稽核、起租单自动校正以及分析基台三大核心能力，利用科技手段查漏补缺，实现技术提效和管理降本。

Design of Intelligent Network Cost Audit System

--Taking China Mobile Communications Group Xinjiang Co.， Ltd. as an Example

Abstract： With the large-scale construction of 5G networks and the increase in business volume， the maintenance scale and equipment energy consumption are also significantly increasing， and network cost management is facing huge challenges. The article combines the characteristics of the "three fees" business of the provincial company and designs an intelligent network cost audit system. It innovates in the process， builds three core capabilities： batch audit， automatic correction of rental orders， and analysis of the base station. It uses technological means to identify and fill in gaps， achieving technological efficiency improvement and management cost reduction.

中国移动通信集团新疆有限公司（以下简称新疆公司）使用集团网络成本管理系统开展网络费用稽核工作，随着费用规模持续增大，费用构成日益复杂，面临如下问题：稽核工作量大，占用人工成本高；人工稽核手段难以全面覆盖且稽核遗漏风险高；集团系统考虑全国一盘棋，建立了统一标准，但各省个性化场景无法适配。（剩余2563字）
