Lv Zhenyu' s Theory of Rural Autonomy andItsPractical Implications

Abstract： After the failure of China’s Great Revolution （1924-1927），Lv Zhenyu developed a theoretical framework for rural governance through theoretical exploration and practical reflection，structured around institutional，educational，and economic dimensions.Institutionally，he advocated for toplevel design to clarify the nature of autonomous organizations and government functions，alongside establishing implementation mechanisms that encompassed publicity，the rule of law，modeling，and distribution.Educationally，he emphasized universal public education to cultivate vilagers’capabilityof autonomy，while fostering consensus through ideological and political education.Economically，he noted the need to safeguard the independence of the rural economy and strengthen its overall resilience. Although Lv Zhenyu eventually rejected the“villge governance” approach in practice，his theoretical exploration reveals inherent challenges in rural governance in China and offers historical lessons and practical implications for contemporary rural revitalization，particularly in improving the coordination of institutional development，the capabilities of key stakeholders，and the rural economy.
