Abstract： Air trafic control is vital for safeguarding airspace safetyand is crucial for both civil and military aviation. Currently，there is a lack of specialized equipment in China for the performance verification of air traffic control transponder field testers. General-purpose signal sources or spectrum analyzers are incapable of testing specific transponder signals.Therefore，it is imperative to developa dedicated metrological standard device that can verify allparameters of these field testers to ensure flight safety.This paper presents the design of a calibration device for air traffic control transponder field testers.The devicecan simulate the aircraft identification and barometric altitude encoding transmitted bya transponder，emulate the communication between ground radar and the field tester，and measure key parameters of the signals transmited by the tester， including modulation pulse frequency， pulse width，and carrier power.It is also capable of calibrating special parameters such as receiver sensitivity and bandwidth. The device meets the metrological calibration requirements for both military and civil A/C -mode analog transponder field testers.Furthermore，it features automated testing functions，enabling the rapid execution of a series of preset calibration procedures.A manual operation mode isalso provided，facilitatingacalibrationprocess thatisautomated，standardized，efficient，and integrated.
