Abstract： As the deepening of reforms and the continuous advancement of digital transformation in state-owned enterprises， investment project management faces chalenges such as expanding scale，increasing process complexityand elevatedregulatory difficulty.Based onthe“fulifecycle”management concept，this paper designs and implements an investmentprojectmanagementsystemcoveringthethreemajorstagesofpre-investment，during-investment，andpostinvestment.Thesstemintegratesoremodulesicludingproectinitiatio，decision-makingapproval，procssupision，and inteligentearly-warning，realizing integratedclosed-loopmanagementandcontrolof investment projects.Applicationesults demonstrate thatthesystem effctivelyenhances thescientificity，standardization，andoperational efficiencyof investment management，providing areferential digital management practice for similar enterprises.
