Accordingly，the paperproposesamultidimensionaloptimisationframework covering theintegrationandaationofintellgnttecnologies，einovatinofossdomaincllborativegoverancemodeldthe constructionofaflexiblepolicytoolbox，anddesigns theconstructionandimplementatinplanofthedigitaltwisystem，wichil providepracticalrefereneforimprovingtheoperational ficiencyofthecommerceandtradelogisticshubandservingthenatioal dual-circulation development pattern.
